Main competitor is ranking with 2008 tactics, how is this possible?

One of my main competitors is ranking on a high competition keyword and he is 3rd place.
At first when I briefly looked at his website I saw that he had over 2,000 RD and around 15+ TF so I thought that he has authority as the site looked like it was an old brand, until I found out that they actually rank there since September this year. From nowhere to 3rd place instantly.

Hey guys, I am thinking of running a call center, what do you think, how profitable can it be?

I live in a country where:

* We have a good European/American Accent
* Wages are around $350 per month
* Internet is Fast
* Flexible laws for Businesses

Opening a call center with 20 employees would cost me around $8,100 monthly (including everything from wages to electricity to transport to food and office) and they can answer around 11,000 calls monthly (20 minutes per customer).

What have I’ve missed?

Last site I've successfully ranked was in January-June 2016. I've been inactive ever since.
The method I've used was 10-15 PBNs from Auctions 100+ RD/20+ TF with branded anchors.
Anything I've missed?
Or can I do what I did back then?

How is it possible to over-optimize with less than 10 PBN links?

I have around 10-15 PBNs and I have 5 keywords. My PBNs are all non dropped auctioned domains costing $200 to $300+ each, minimum TF is 20, minimum RD is 50 (average is 240RD).

I've been reading about over-optimization and I can't figure out how to prevent it with 10 links.
I know that I need to have 1% to 3% Exact Match Anchor, but how am I going to achieve that with 10 links? Since if I add only 1 link with EMA, I will have 10%.

Are the percentage different when having less links?

Non existing urls indexed from a PBN

I have setup a PBN which previously had a lot of pages on it. So now it looks like Google is indexing pages that previously were live.

The homepage is indexed with https even tough it’s not with https.

There are also 150+ pages (accoring to EBN) indexed which no longer exist, they all return Not Found.

What would be the best way to address this issue? Do I need to leave it for Google to deindex the non existing sites or do I need to do something?

Is it safe to use a domain that has been sitting for a while?

So I have 2 domains which I registered back in Jan 2015 and they've been sitting with zero content. First one had hosting but it was with "Index of" and second one had no nameservers for quite a while.

Are the safe to be used now?

The reason why I am asking this question is because I have setup 10 domains and only 2 domains are not indexing (2 days passed) and those 2 domains are the ones which have been sitting for a while.
